We need a QOL that can span the millennia.  We need to have a measure that tells us if the quality of life is improving or declining.  We need this to compare the consequences of different change interventions.  We need more than a happiness measure.  A quick internet search shows several examples.  The UN has one they use to compare living condition across the nations of the world.  It should be coordinated with our need for dealing with the concept of a hierarchy of needs.
